Not avoiding the answer but if you google (" re-string a weed wacker video?" ), you can watch a video of how to do it, which may be a lot easier to understand when you see it.

You can test the output of the charger with a multimeter. Set it at about the 20v scale and touch the contacts at point where it connects with the Dustbuster. If you get a reading it means that the charger is working. I would say that the charger is most likely not working because LED indicators very seldom fail while chargers are not all that reliable.
How do I attach the
Locate the small hole with the screw inside it directly above the handle, which usually is in line with the blade. Loosen the screw with a flathead screwdriver. Once the screw is loose, gently pull the blade out from the unit .. this works with older Jigsaws
for newer ones ,,Locate the release button just above the portal where the blade enters the body of the unit. Depress the button and gently pull the blade out from the unit.
Insert the new blade into the same portal that the old blade was removed from while depressing the release button. Ensure that the new blade is facing the same direction that the old blade faced. Once the blade is fully inserted into the portal, let go of the release button.

Sorry to say but the battery pack is 3/4 the price of a newer dust buster. The other solution is the have some one rebuild it. But I would buy a new one. Don't waste you time.

How do I remove the battery in a Dustbuster
That model looks similar to my DB200. Instead of the screws, the underside has a latch/panel that you remove. Place a screwdriver in the two slot-like holes that face each other (one at a time) and the 'door' should pop out. Mine was a little stiff and I broke one of the retainers inside. Shouldn't be a problem. Sourcing a replacement battery 'pack' is what I'm doing now.
