Might be a 2-channel timer with separate programming (some older timers offered this but most modern ones do not), might be a timer with 1 timed outlet and other works as ordinary outlet, might be 1 outlet is defective... Plug timer in. 1. Set current time: Press Time button repeatedly until right time (to nearest hour) appears. Dot at the bottom right indicates PM. 2. Set "on" time: Press Mode button, display flashes "P". Press Time button until desired "on" time shows. 3. Set "off" time: Press Mode button again, display flashes "E". Press Time button until desired "off" time shows. 4. Finish: Press Mode button, display shows current time. 5. To change program, un plug for 10 seconds and start over. 6. To manually override program: Press mode button, display reads "O". Timer returns to program mode at time usual "off" time.

Plug in timer to charge battery.
When battery is charged, remove timer from plug so programming is easy
Plug timer back in, timer has two plugs for lights
If battery will not charge, then timer is no good.

Auto: timer must be set in AUTO for programming to work
The word AUTO is printed on timer face.
Small black triangle will display above the word AUTO when timer is in AUTO.
Press Manual button until AUTO displays.

I have not tested this specific timer.
Read the instructions.
Plug lamp into timer, and then push manual button to explore feature.
Watch what symbols display, and watch what lamp does.

Some new timers are defective, but I've not seen that complaint at fixya.
If timer is defective, buy new one at Lowes or Target and return defective one in package.
