A faulty cycle timer could be the culprit.

Did you check the leak sensor pan which is under the machine, but above the floor. Once it senses water in it, it stops the cycle. Google make model leak sensor ..

Very common"no heat" error for bosch to stay at 1 min. If the water doesnt get hot enough, it will never finish cycle

If you can connect to the circulation pump using a multi meter using the Ohm ? (resistance) setting, touching the 2 poles - and +, you can see if the motor is failing. If you get a current tester pen you can track the electricity along the wires to the circulation motor to see if the dishwasher is delivering power. If you remove the circulation pump you can have someone test it(by hooking it up to a direct power source). I had a similar issue and it was not the circulation motor, but the control board that failed.

Check that the new panel isn't pushing down on any of the buttons when you reassemble it. Compare it with the old panel and look closely for any differences. Ive come across it a few times where changes to panels have been made and its supplied to fit yours but the changes prevent correct operation. You may have to file or cut any part off which interferes with the switches or controls. This happens when there are production line changes on the same models.

If their is water at the bottom it's probably the water pump

Hot water, not boiling, get a rag, soak it and cover lid. Let it cool before having another go at undoing. Top tip, try to tighten, just a bit, as quite often it will go that way!

Pour boiling water over the cap and with a cloth unscrew whilt still hot.

It appears that your model is probably SHEM63W52N/01 Bosch cunningly hide the heater inside the pump housing and sell the pump and heater as one unit! Having said that, the heater usually works or it doesn't. When it comes on is controlled by a control unit, another expensive part. I was looking for a relay, but there isn't one. The spray arms move by the water pressure making them spin. First of all I would remove them and check all the holes for blockages. Replace them and make sure they spin well by hand. If you are inclined, strip the pump and make sure is is clear of blockages and the impeller spins well.
