If it has a solenoid on the fuel bowl, it could be disconnected or gone bad. Se if it "clicks" when you turn the key on and off. Other wise, you may need to hook up the safety switches you disconnected.

Unfortunately the ground speed is governed by the engine rpm and the size of the gearbox pulleys, so i see no way to reduce the speed apart from decreasing the engine rpm.

There is a special tool required as the screw heads are splined, base settings are 1 1/2 turns on both, it should run at this, the L screw will adjust fuel flow from idle to half throttle, the H screw will control the fuel to full rpm.
If the engine struggles to pick up, unscrew L screw a further 1/4 turn, or more until it picks up cleanly.
Now at full revs, gently screw the H screw in until engine sounds sweet, if it starts to die unscrew to achieve full revs.

From memory, the breather is in the top of the tank, you would need to remove the tank to access it.

Guide bar and chain off.
Top cover off.
Two screws and air filter off
Remove two 10mm nuts and filter back plate off
Remove throttle rod
Remove two 7mm headed screws securing carb
Remove two cross head screws from carb bracket
take carb off, remove fuel hose
Remove 4 screws securing starter, note 2 m5 and 2 self tapping, must go back in the same position on re build.
Remove chain catcher screw, and top l/h screw, these 2 are into the anti vib rubbers chain side.
The tank should now come away with top handle still connected.
Breather is in the top of the tank, it is a small white plug, some also had a duck bill valve.

It really depends on where the noise is coming from, however from your description of the sound, I would say it was a belt slipping in the pulleys, either from the engine pulley or the gearbox pulley, it could also be a seized idler pulley, check the belt manually to see if it appears loose.

The 266 has a 4 position adjustable pump, top l/h corner of the pump housing is a screw, be carful as the screw is plastic, at 90 degrees to the screw driver slot is a line on its face, the pump body is then marked 1 to 4, turn the screw to aline this line to the appropriate setting, 4 being the highest flow.

Most likely the PTO switch but could be other. You can test with multimeter or a simple automobile test lamp or just replace as they are relatively inexpensive ($10-20).

You might try twisting the switch and see if it re-engages the clutch... a sure sign the switch is failing.

The PTO clutch is powered from the A1 (accessory 1) terminal of the ignition switch via the PTO switch. Check for power or lack there of at the PTO electical connector and work way back through PTO switch and ignition switch.

Your seat safety switch is not working. If the seat switch isn't activated, ie. a person sitting on the seat, the safety system will stop the engine when the levers are engaged. There is probably only one lever safety switch, on the right lever, which is why the left one doesn't kill the engine. Check the seat switch continuity and the wiring for loose connections.
