How dose chronograph work? I have millennia 96b34 and it has stopped.

Chronograph is just a fancy way of saying electric clock. Like in an automobile. Most likely, in your watch, you just need to replace the battery. Take it to Walmart jewelry counter and they can care for it.

I assume that you haven't got any instructions for your watch, That
being the case, you can get them from their web site "Boluva.com". When
you get there choose your area, click on one of the pictures and in the
menu at the top of the next page you will see "service center".

Click on this and a long list of manuals will appear. Find the one for your
watch and download.

What are the dials for?

You have a divers watch it seems.
However - depending on the cost of the watch - they are most likely accents - and not working gauges.
One is for depth - one is for air time left - and the other for stopwatch
Without a model # or picture it is difficult to tell exactly.
