Thanks for choosing FixYa Kate and welcome to the site. If your oven is not heating right, you probably have a weak heating element. The fans on these ovens come on to cool down the oven. They can usually stay on for minutes after you turn it off. Now by saying this, since the fan came on when the other oven was off, you may have a problem with the control board in the oven. I know that is not normal. As far as the door, it is probably a bad door hinge. There are ways to test the heating elements but you need someone that knows what they are doing to test it. If both of the ovens are not working, I would again say you have a problem with the control board. If it is just the one oven, I would suggest replacing the heating element. I know a lot of people have complained about the loud noise of the fans in this brand so I am guessing it must be normal.
