E3 is low water level. This can be from a number of issues. Water pressure, fill solenoid, level sensor. Check these 3 to start, as its most likely one of them

Could Could the anti syphon blocked? I'm guessing the drain pump doesnt operate while this happens

Long shot, but have you checked to hood reed switch. Nothing will happen if it thinks the hood is open?

A constant electric supply normally means the relay that switches the component is faulty. This would normally be the timer or relay board, depending on how it is switched

Sounds right. The level may be an issue with fill solenoid rather than tank floats. Also, is the drain overflow blocked?

Steam traps have water in them? Might be wet steam, as daft as that sounds

Wash tank air trap blocked?

Not sure which country you are in, but in the UK the single phase machines can be upgraded to 3 phase as all the other 2 phases do is extra heating. It is possible here, but I don't know what your electrics are like :)
