You should trace the wires as a connection may have corroded or otherwise disconnected. You can check the voltage at the tilt motor if you have a volt meter. If you have power to the unit, then the unit is probably bad.

All 2 cycle engines after about 1966 operate on 50:1 gas to oil mix. If you are unsure, it is fine to operate at a higher oil level, just check the plugs more often for fouling.

All boats (except ProStar) have two drain plugs, which allow water to be drained from the boat when the boat is OUT of the water. There is a center T-handle drain (the only one for a ProStar) and a transom drain plug. The lower plug is located in the center of the transom at the lowest point. It will be under water when the boat is in the water.

Bad connections and too much resistance. Take off all the wires off the battery. Clean the battery terminals with a clean wire brush and put Vaseline or Dielectric Grease on the terminals. Then clean each wire connector the same way and apply Vaseline. Then re-fix all the cables making sure you have all the positives on the positives and the negatives on the negative. Tighten down, but don't over tighten.

how old is the battery? 5 to 6 years is the best you will get with good maintenance, keeping it trickle charged in winter, 3 years of you don't. If you have an Interstate brand battery shop near you, they will test the battery for free and give you a print out of the CCA of the battery compared to its stated CCA.

Bluish is oil being burnt. You didn't say if it was a 2 or 4 cycle. If it is a 4 cycle, you have a lot of oil getting into the cylinders. If it is a 2 cycle, check the gas for too much oil. Should be 50:1 mix.

Has the motor been setting awhile? Try tapping on the lift motor with a rubber mallet when turning the switch up or down .Sometime the brushes in the lift motor get stuck when setting for awhile. If that doesn't work, try checking for power and a ground on the motor wiring with a test light between the two wires. again with the switch depressed.

If there is power coming out of the coil, it should spark unless the plug is bad or the power output from the coil is too low.

Check if power to relays when operated from throttle control.
Trace wire from throttle control to servo, possible blown fuse, if OK then check for open circuit from relay to the tilt, EG: crushed wire where outboard moves around.
