THe outlet I had it

Well I fear that plugging it into that "The outlet I had it plugged into made the light very bright" (sic) outlet, may very well caused an Over Voltage, situation. This wouldn't hurt the "Bulb" but would undoubtedly, ruin all the internal delicate Electronics.

Above is a generic Service manual, this will help you troubleshoot.
However I expect, that a considerable amount of damage will have been done. In my professional opinion, I think you should, call a Kenmore, service center, and inquire, with respect to a repair.
So I know this will be controversial, and you will SELDOM hear me say this, but my PRACTICAL advice is this: if you have a problem that you think you've traced to the electronic controls in a machine, call a professional service technician to fix it. Since they can get a volume discount on the part, it will PROBABLY end up costing you not much more than trying to do it yourself.

Ice on back wall of freezer, food not staying completely frozen

Do you have the complete model number from the tag on the freezer, it should be either on the bottom rail visible with the door open or on the side wall near the front. I am trying to look this up to see if it is an automatic defrost model, if so you may need to do more than just unthaw and adjust

Thanks

Tries to run but not getting cold

Well, unfortunately you arent very specific in your question. Remember, your looking for help online, and if you ask why your freezer wont get cold, which as you might guess is the most common problem with a refrigerator or freezer, you need to give me any and all symptoms you have. be specific. is it cold at all, or a little cold, what noises do or dont you hear, how long has it been this way, did you notice this after something occurred, i.e., you cleaned it, or moved it.

There is frost in the freezer. I thought it was

If you live in a humid environment its the water vapor in the air that is turning to frost in your freezer. Every time you open the door you are exchanging the cold dry air in your freezer for the humid air on the outside, and when you shut the door closed its this humid air that turns to frost inside the freezer. If its building up frost faster than normal you might have a door gasket that is leaking the cold air outside thus letting the humid air in, which is turning to frost. Check that your door is aligned properly and that the gasket is secure on the freezer door.

Hope this helps explain it.

Have lost instruction booklet and do not know how

Easiest solution is to get an ice chest and put all your frozen items in it and turn the unit off or unplug it and leave the door open and let it defrost itself. If you really want to speed it along use a hair dryer to speed up the process. Or put a circulating fan in front of it and put it on high facing the inside of the freezer.
Remember folks KISS, "Keep it simple stupid"
And No I'm not saying anyone is stupid.

Only the top 2 freezer panels seem to be working.

Good day,
You have a refrigerant leak. Unless the unit is under warranty(usually 5 years) the repairs would range from extremely expensive to impossible.
Recharging doesn't work, since the charge would simply leak back out.
Sorry for the bad news, but
Thank you for using FixYa.

Is it safe to put a upright freezer in the garage?

As long as it's not exposed to the weather it won't hurt it although there can be problems with the cooling in colder temps because the sensors can detect the cold outside air and quit cooling.

Lights are on but compressor won't work. Less than

http://www.acmehowto.com/howto/appliance/refrigerator/refrigerator.php
. Cut everything off for a few minutes then turn it back onand listen for a click from the compressor relay as the compressor tries tostart.
Is the compressor motor running. If no check starter/overloadrelay.

If the relay is ok the problem is the compressor which normally has a five year warranty.

Ice build up in the bottom of my upright freezer

If it's a frost free model, it could be caused by a plugged defrost drain. Every time it goes through a defrost cycle the water is supposed to drain into the compressor compartment. You can defrost it by unplugging it for a day or two and then remove the panel covering the evaporator coil. You should be able to see the drain tray under the coil and find out whats blocking it.
