If it has lines running through it, there is nothing you can do to make them go away, and they persist from the moment the pc is turned on, you most likely have rows of dead pixels. These can happen for many reasons, if they're colored a computer technician may be able to get them "unstuck for you" however this can be futile. If they are black, they're dead however, and there is nothing you will be able to do about them without buying a new monitor.

If you have a disc, then put it in and follow the install instructions. If you got it from a download, then double click the .exe file and instal. If you don't know where the software is, do a search online for it, and download it from there. Install by double clicking the installation file or .exe file. usually it will say on the file Install. Driver power state failure is most of the times caused by driver not functioning properly. Please try to boot in to safe mode by pressing F8 on boot up splash screen. Choose saef mode with networking. Go to device manager and see if any drivers have exclamation or question mark next to them. If not i would try re installing your video driver first. Also see if your bios is out of date. If this does not resolve it you might have to reload your operating system. Make sure you do backup of important data before doing any work. Good luck.
