Can't take off toilet seat

Some toilet seats you have to cut the nylon or copper nuts off. I had to melt the nylon nuts off with a lighter once

How do I remove the flush mechanism to enable removal of the cistern from the bowl?

You don't need to just undo the two nuts under the bolts in the tank. there is a rubber seal between the tnk and bowl and the whole thing will just lift up

What is the flapper on a Porcher cistern?

It is the part that allows water in the tank. It closes or seals to allow the tank to fill up.

Bad valve. Probably replace the assembly.unless you know how to replace the diaphragm in the assembly.

I have a porcher sandpiper

A few things to check look in the tank make sure nothing is blocking the flapper at the bottom thats the thing that lets the water drain into the bowl if it is clear check make sure the chain or line that connects the flush handle to the flapper is not kinked causing it to hold the flap up enough to let the water drain. If these are ok sometimes sediments will make the float device, whether its a ball or a canister type to stick reach in and lift the floater if the water stops then adjust the floater some have a screw on the canisters to adjust some an arm some the whole mechanism shaft screws up and down to adjust if its the ball hold the metal arm firm next to the base and bend it slightly down on the other end so the ball goes further into the water so when you release it lifts it up better don't bend to much check and bend more if you need to. If its a ball make sure water is not getting into it by feeling if so replace it. If none of these work you can replace the whole thing for around $20 just turn the water off flush the tank get all the excess water out and go to town its not hard make sure you have pipe tape and if you don't know about the tape ask the hardware dealer to explain how it goes on just a couple wraps. The hardware store can help you pick the one you need tell them what yours looks like and they can help find a replacement.
