Tank did not refill with water
clogged intake valve. Surprisingly the on/ off valve is only the size the head of a pin. You can if you have good knowledge of how to fix thing, take it apart and clear the clog, or if you have medium knowledge just replace it. It only costs about $10 and takes no longer than 30 mins. OR if you have no knowledge get someone else to replace it for you.

An old eljer toilet with the drop ball and brass
I think I have a similar toilet--I found at Lowes a new "drop ball" that seals the hole in the tank. You're drop ball might be disintegrating from the hard water in the tank. Take the tank cover off and shut off the water before flushing the toilet. Once it's flushed pull up the drop ball. Feel if it's still solid or not. It is easily removed by unscrewing it from the rest of the assembly connecting to the flushing handle. Unfortunately for me, the one they had at Lowes was slightly different in shape than the one I had, so I had to return it and deal with the older one. good luck!

I havve two Eljer non-wateraver toilet (Patriot?)
I've never had a problem with Eljer toilets. Try adjusting the fill valve so that it allows more water to enter the tank (if you're over the flush valve, install a coupler made from PVC around the neck of the flush valve- inside diameter of the coupler needs to be the same as the outside diameter of the flush valve filler neck).

What is a meat tenderizer?
This is used to tenderize meat before you cook it. It makes the meat easier to chew and digest. You can also use it before you boil or fry meat. Lost half of my jets on one side of the tub only.I have tried closing the jets that do work half,does not make a difference to the jets not working.Would it be best to empty the tub and start over?
it's likely due to an air lock. Here's what you can do to resolve this issue:
Manually Clearing an Airlock:
Run the jets on low for about 30 seconds.
Then run the jets on high for another 30 seconds.
Repeat this process 3 or 4 times.
If you hear a gurgling sound and see air bubbling up, continue running your hot tub until it pushes all the air out.
If this doesn't work after several attempts, try a different approach.
Bleeder Valves or Pump Method:
Some spas have bleeder valves that allow you to bleed air out of the lines.
First, turn off the spa at the breaker.
Access the pump and loosen the valve to allow the air to escape.
When the air has bled out (you'll notice it turns from hissing air to a stream of water), close the valve.
Run the pump to ensure the jets are now pumping water as expected.
Why Are the Jets Not Working on One Side Only?:
Many hot tubs have two water pumps.
If the jets on only one side of your hot tub stop working, there could be an airlock in only one of the pumps.
It could also be a blockage in the jet lines for that side or a problem with the internal mechanism of the jet itself.
Can You Use a Spa with an Airlock?:
It is not recommended to use a hot tub with an airlock.

Fortunately this problem is very easy to cure. Simply follow the instructions below.
- Remove the ceramic cover from the tank on the back of the toilet.
- Fill a one-gallon jug with water.
- Pour the water into the toilet tank. Just pour it over the top of the black plastic Flushmate container. It will run down the sides into the bottom of the ceramic tank. See photo below.
- Now flush the toilet. The noise should be gone.
