Without seeing, it is hard to tell how to connect with each other. Because if you do wiring in a wrong way then possible the device will stop to do the work. Ok you've had some jack leg electrical work done in your house. The (white bypass) nuetral should be left alone, first you have to figure out which wire is your hot wire (the one bringing the power to the switch) you will need a meter. Take the wires off one screw at a time (you may want to turn off the breaker feeding the switch, its not a bad idea) chack the wires one at a time until you find the hot wire, once you've figured that out tie those wires togrether with the black wire on the dimmer, take the other set and tie those together with the red on the dimmer but with that many wires you're dimming more than one light at a time. you will want to make the following connections
existing-black wall to black dimmer now connects to red dimmer
existing black wall to red dimmer now connects to black dimmer
existing red wall to black dimmer now connects to red dimmer
Green wire connects to bare copper wires in wall

Hello. Turn off the power to this switch. Remove the plate and then take out the dimmer switch. Check each of the wire connections. Make sure each one is tight and that there is not too much bare wire exposed outside of the actual connection. Reinstall the dimmer making sure that it is tightly connected to the box. Replace the plate and turn the power back on. IF you still have a problem there may be a sensitive fault inside of the dimmer switch so replace the switch. Joe

Dimmer Switch
It could be how you have it wired. 2 way switches can be tricky. One of switches will have a wire run to the chandelier and this is where your dimmer should go. Here's a link to a explanation of 2 way wiring. Hopefully this will help. If you want to check to see if it is the bulbs, you could put in non energy efficient bulbs although I think it's another problem. If it was the bulbs, the dimmer would at least turn on the energy efficient bulbs in the low position. Good luck!

If each pendant has an individual transformer that is about the size of a hotwheel then you need a dimmer specifically for ELECTRONIC LOW VOLTAGE. A lot of electricians don't know that the different types of lights require different dimmers. Most store bought dimmers are for incandescent lights only, and some nicer dimmers like the Lutron Maestro's are rated for incandescent or MAGNETIC Low Voltage which require a different Sin wave interuption. I don't know that leviton makes a dimmer in that style for Electronic Low Voltage. You could install a Lutron DVELV300P-Wh, but that is a Decora opening.

Dimmer Switch Installation issue
ALL you really need to worry about is the white and black wire that you hooked up before. The green ground screw is not needed. If you have a bare wire completely bare all the way, you can hook it to the green, but it is not required to work.
The other 2 screws are for the switch. It does not matter which wire goes where, as the switch just puts them together, and takes them apart.
I cannot turn off light that uses a Leviton Cat /no 16400, DHC switch not can i find the receiver box that controls the lights
A Leviton DHC receiver device can look like any other switch or receptacle so if you didn't install it or not provided a map then you'll need to locate it.
Likely the wall switch that originally controlled the light was replaced with DHC device and paired with the 16400 at another location. If you can't identify it, then removing face plates and devices may be the only practical method to locate it.
If your not comfortable with removing devices safely, hire an electrician.
