I have a gt1554yt mower with a 58"deck and to start it ,it just clicks when trying to start it

I have a cobra "qs2500"electric garden shredder. It blows fuses at the plug. Have replaced the capacitor but hasn't made any difference. Should I replace the mini circuit breaker? Any ideas?

Magnum M18 governor and carb linkage.
The service manual is a free download from the Kohler website. See page 6A.13 for instructions on setting the initial position of the governor arm to the governor shaft.

Given the relative length of the governor arm to the carburetor throttle shaft arm (plate), a 45 degree rotation of the governor shaft should be more than sufficient. It is more likely the linkage is improperly installed.
