If it is fairly new take it back. There should be a warranty. Depending on when it was made the battery even thou it appears new could be shot. I had one like that and the store gave me a replacement because the battery was shot right from the store.

The CS2250s is the Husqvarna 450 in red and black, if you have a spark, and there is fresh fuel in the tank there is a number of other possible reasons why it will not start, before doing anything pull the muffler off ( it only takes a few minutes ) and check the condition of the piston through the exhaust port, any signs of scuffing or damage to the piston and the saw will need to come apart, if all looks ok replace the muffler, pull the pipe out of the fuel tank and check the condition of the fuel filter on the end of it, if it looks fairly black replace it, pull the choke out and press the fuel bulb as many times as it takes to fill the bubble, crank the engine, if it still does not fire remove the spark plug, check if it is wet with fuel, if it is completly soaked it may well be flooded, put the switch to off, crank the engine with the plug out, leave for twenty minutes and try to start, if the plug is dry then it could well be a blockage in the carb itself, this will be a shop repair, it is quite difficult to remove and re assemble this component

From Kohler: Straight 30-weight (Kohler "Magnum") oil is preferred. SAE IOW-30 oil is not recommended above 32°F. Using this oil substantially increases oil consumption and combustion chamber deposits. NOTE: Using other than service class SG or SH oil or extending oil change intervals longer than recommended can cause engine damage."

Sounds like the battery is shot. How old is it?
Have you had the chance to try it on more than one tool?
I assume it is a NiCad battery? If it is within warranty period, contact B&D Otherwise, I do not recommend going inside the battery to fix it or to re-cell it. Dangerous.

Are you getting spark?
Stabilizer only goes so far. If th es carb is clogged (common if you used gas with Ethanol), try adding 2 oz per gal of Sea Foam. Work the gas / Sea Foam mix into the carb and let sit for a couple of days. If the clog still doesn't break down, you will need to pull the carb and do a thorough cleaning. (Common with these small engines as they have very small jets and orifices).
