Will turn off by timer if manually turned on but not on by timer

There are brass colored clips. and silver colored clips. It sounds like you are missing one of the colors. It may have dropped off. Look for it in "the little grey box". It attaches to a groove on the wheel with a simple thumb screw. Place it on the wheel at the time setting where you want it to turn on. Also, If the switch is in the manual mode, it bypasses the "on" clip. If you want it to turn on, place it into the automatic mode.

If the little gray box has no trippers, the dial does not rotate, and the lever is on, is electricity being conducted to my water heater?

Maybe yes.Open TP valve on water heater and see if heater has hot water. If you want to test, then test across wires on terminals 2 and 4 for 240Volt. Test across terminals 1 and 3 for 240Volt.To fix timer, buy new WG1573 240Volt clock motor.http://waterheatertimer.org/How-to-troubleshoot-Intermatic-timer.htmlGeneh If you need further help, I’m available over the phone at https://www.6ya.com/expert/gene_9f0ef4df2f9897e7
