I have owned this exact clock for 30 years. Syncing the chimes with the time is very simple.1. Flip the second switch from "Start" to "Set."2. Use the thumbwheel to move the hands to the desired time.3. Use the four "H" and "M" buttons to set the time for the chime. — For example, if the desired time is 12:05, press the first button 1 time, the second button 2 times, skip the third button for 0, and then press the fourth button 5 times. — If the desired time is 9:00, you only need to press the second button 9 times (all unpressed buttons default to 0).4. When you're ready for the clock to begin using the time you've set, flip the switch from "Set" to "Start." That's it! It's that easy.

Question edited for clarity. These are the most basic of watches with just a pull crown. For watches with the date, pull the crown to the first stop to adjust. To adjust the time, pull the crown to the second stop. If yours is this one, it looks like the 3 Chrono Dials are just for show as it has no buttons, (it would need an additional three button at 2, 7 and 10 on the dial). I know this is an old question, but a definitive answer is that the questioner’s watch is fake because I have just discovered amongst a box of broken cheap watches I must once have picked up as a joblot, the same watch as described AND with the same serial number! Also, even before realising the above-mentioned howling coincidence, I had already suspected the 933 apparent silver fineness was a rather odd number - one that even as a collector of worldwide silver coins of many variable finenesses, I felt was completely unfamiliar and unlikely.

I have one of these, and look for the manual on the 'Net every time DST changes, and eventually figure it out. Here's how: (1) Hold down the ALM/SET button until you get past the alarm setting and you see 24H or 12H. (2) Step through the settings by pushing the ALM/SET button, changing each as desired by pressing the +/CYCLE button. Eventually you'll wind up with the time zone indication flashing (it's really tiny, and appears just below the time indication). Press the +/CYCLE until you get to the desired time zone. (3) After the screen quits flashing, press the -/DST button to get the desired setting. I hope this helps, and that I can find this post again next time change!
