I think there is no option in your phone for it but If you have the cell phone number, call your cell service provider and tell them the number you want to block. If its an unknown number, there is no real way to block it.

hi douglas if i got you right i think you want to access the phone using a computer with a usb cable you need to unlock the phone so that the computer can gain access for security reasons best regards :)

i have a sumsung sgh-s730m and to turn off the fdn i opened the phone to the key pad them hit the little button with the three lines on the actual phone went into settings and turned off the fdn fixed diailing numbers by clicking on managing it and then entered my pin2 number and disabled it hope it helps
