1996 Jeep Cherokee "fuse cigarette lighter" Questions

Cigarette lighter doesn't work.  Tried replacing fuse, but fuse is ok.  How do you remove the front centre dashbaord panel to gain access to cigarette lighter wiring on a 2005 Jeep cherokee
