98 Saturn sc1 horn burnt out tested wires with a light tester all seem to work properly. New horn is Will Low Tone horn with 2 terminals. Old horn had internal relay so obviously I'd need a new relay.

98 buick LeSabre horn wont work fuses are good. Swapped relay no help. Hot wired horn and it worked. What else could it be? Horn button or wiring issue. Does the relay click whenthe button is pressed?
