1992 Jeep Wrangler "yj 4 wheel" Questions

YJ 4 wheel drive on 95 Jeep yj wont engage. Goes into gear but doesn't engage. you can also check the 4 wheel drive vacuum switch on top of the transfer case...got mine for 10 bucks from parts store..
