2007 Dodge Caliber SXT Sport Hatchback "car hesitates uphill" Questions

car hesitates or jerks roughly. Also, during deceleration, the herky jerky also continues. I have had this same issue with previous cars I have owned, which is why I am assuming it is the fuel filter.
