Dyson DC16 Root 6 Bagless Handheld Cyclonic Vacuum "cyclone vacuum" Questions

is the cyclone suppose to be spinning when you vacuum? I have a Dyson DC07 The cyclone doesn't spin on the inside. The dirt will spin due to the cyclonic currents inside the canister.
