Google Docs, which is free, but I have never used it. It looks like it would work nicely too. You cannot print letters from your iPad without an AirPrint capable printer, but maybe you can find an app

...needs to be in a file. Most are either DOC or PDF. You can create them using Google Docs and then use it from there or Download the file to your ipad and then upload it to the sites your applying
