Acer Aspire One Netbook 8.9" Notebook "start" Questions

My Laptop Acer Aspire 4520 cant start. When i turn it on, it just keep starting and starting. Do you mean your Windows O/S keeps starting and starting? This could be the fault in the HDD mechanism.
