You need to track the buzzing, but these come in either
carburetor or Electronic Sequential Port Fuel Injection (ESPFI)
My guess is that yours is fuel injected and the buzzing is the fuel pump relay.

To reset you need to follow this steps below 1.Turn the ignition switch to the "On"position 2.press and hold the trip reset button on the dashboard until the fuel gauge reset or blinks 3.Release the trip reset button 4.Start the engine and let it run for a few minutes to allow the sensor to recalibrate 5.Turn the engine off and then restart it to ensure the reset was successful

You can't reset the HISS.
All the HISS does is take note of the code from a specific key. You can make it recognise up to four keys but you need to have one of those keys first to be able to get into the system to add another key.
If you don't have any key that works then you will have to replace the ECU and key with a new matched set.
Or you can get a non-HISS ECU from the US.

The compression is far too low to run. Depending on how 'oval' the cylinder barrel , it you either need to hone the barrel (they glaze) and put new piston rings in, or you rebore and add an oversize piston and oversize new rings
What should compression be on CR250?
Engines running on premium typically have compression pressures from 175 to 195 psi. Porting or valve timing has a big effect
Usually you want the compression over 160 psi.
