Remove the filter and look at the adapter. Some have 2 bolts to move. Most of them, you remove the center part that the filter screws to. Usually a big allen wrench in the center takes it out.
Make sure the mating surface is clean, next lube the gasket in the oil filter with some fresh oil using your finger. Tighten 1 1/2 turns after gasket contacts. If this doesn't work it might not be the filter that's the problem...

The oil is most likely leaking from the oil cooler seal. The oil cooler is the square aluminum piece that the oil filter screws onto. To replace the seal, remove the filter, remove both coolant hoses that attach to the cooler, remove the nut that secures the cooler to the block and slide the cooler off the tube. Replace the rubber o-ring seal which is available at the VW dealer. It's inexpensive. Replace everything in reverse order. Good luck!

i think the drivebelt for the screw is broken or missing all theeth.
when this is, after starting the engine runs at max rpm and no pressure will be built up.
to check the belt, wich is behind a plastic panel just behind the compressor oilfilter, its easy to take off the oilfilter, take off the plastic panel, using screwdriver to bend the lips, and look at the belt.
very oft its broken and you will find the teeth everywhere in the housing.
if the belt is ok, the problem will be in the regulatingsytem, but thats only a smal chance. to change the belt you need a special tool to bring it to the correct tension.

You didn't post the size of motor but once you drop the skid plate, you will see it.
The oil filter is under the engine skid plate. You need to remove the trap door to see.
The skid plate door is located by the drivers side door, directly midway underneath the vehicle. You will need a flat or Phillips-hear srewdriver to open the trap door. Don't worry, the screws are 'loss-proof' and will not fall off the trap door plate. Once this has been removed, the oil drain plug and oil filter are now visible and accessable (how smart is that!)
Typical oil change and oil filter replacement time = 15-20 mins. for a familiar shadetree.
p.s. The Inline 6 (24 valve - 4.2L) takes 7 quarts of oil.
