I have a 1999 Sportster Hugger that burns a lot of oil and blows out a lot of white smoke when I first start it up. After it warms up it does not stop but it smokes a lot less. I have changed the oil and spark plugs numerous times but the problem persist. When I remove the plugs they look black, I believe it is a timing issue, if it is can you let me know how it can be adjusted.

The problem is not timing. The problem is the piston rings not working as they should. Chances are the cylinders need to be re-bored or honed at the least. New pistons and rings will solve only the constant smoking. The smoke when starting is oil leaking past the valve guide seals. When the pistons and rings get done, get new seals in the guides or totally new valve guides. Have the vale faces re-lapped as well. When you are done, you basically have a new engine. Change oil more often. Dirty oil is what caused the problem. Please rate my answer. Thanks!

Your valve guids are in need of repair. There is too much clearance between the valve stem and the guide and this is allowing the oil to pass through to the cylinder. The engine will spit out white smoke until the valve and guide heat up and form a better seal. I would recommend having the valve guides sleeved with silicone/bronze sleeves instead of pressing out the old and pressing in new one guides. Any time that the spark plugs are coated in oil or fouled (black), this is caused by faulty heads. Your timing will not cause the engine to burn oil.I hope this helps.
