If it only runs with the choke on that means the bike has a lean condition and needs more fuel (or less air) to idle. on the left side of your bike is an idle adjust screw. It looks like a long thin black tube with a small black knob on the end under the tank. with the bike running and the choke on turn the knob until the bike is idling too high then back off the choke to bring it back down. do this until the choke is off and the bike is running at the proper rpm's.

SOURCE: Kawasaki Ninja 250 running problem

This could be due to timing screw being incorrectly set
Locate gold timing screw on the carbrettta turn it clockwise only slightly till bike idles without choke on, Then when choke it on it should idle a touch higher.

Bike will not start not getting any gas

you need to check your choke prob not a choike issue just you have it open or its stuck but it sounds like a easy fix
