Try spraying the throttle shafts liberally with penetrating oil while gently moving the hand grip. Try some lubricant down the cable as well - just in case.

It sounds like you are missing the throttle return springs that returns the throttle actuator back to closed. The draft of the engine will open the butterfly valve.

There are 3 places to consider for your problem:
1: The twist grip mechanism. If the cable is disconnected, it should rotate easily.
2) The cable. You've already got this covered
3) The carb. I'd be betting that there is corrosion that is stopping the slide or butterfly valve from moving. Solution??????
Try soaking it with carb medic or penetrating fluid, WD-40....
If you're lucky it will free up
BUT
I would recommend removing the carb and soak it in solvent, then carefully dis-assemble, clean, and re-assemble.

What make and model, Just for our info?
1- throttle cables stretch as they get older , if marking on throttle says "run" it might really be choke on carb - looking down carb body(air clean off) with engine off move throttle to choke the choke butterfly should shut off (choke does have small hole in it) the butterfly should not be just barely moving or half way it needs to be closed all the way
2- modern fuels leave deposits inside of carbs if machine is left to set for long times (weeks) these deposits don't just get washed away when the engine is started again either , they must be chemically or mechanically flushed away by either a carb cleaner (chemical) or taking carb apart and cleaning it totally out (inside and out) -these deposits cause poor carb performance and even non working engines
a method to keep from having to do this often , is to install a fuel shut off valve in the fuel tank ( might already have one there you just gotta look for it) and when your done with machine shut off the gas valve and allow it to run out of gas dry !
Throttle body butterflies not closing correctly. Check that throttle shaft moves freely, check that the accelerator cable moves freely, check the throttle return spring tension, check carb base and intake manifold for vacuum leaks.
You most likely have a "slide" carb, instead of butterflies you have a cylindrical slide that moves up and down with the throttle. Instead of a butterfly you have an enrichment circuit, no butterfly but a path with directly allows more fuel.
I didn't get any hits or info using the model # 944.365180. I don't think it is the correct number.
If you take the air cleaner off the carb and look inside the throat, you will see a butterfly valve which is connected to a small ear on the outside of the carb. If you move the small ear, the butterfly valve should move. That ear is where the throttle cable goes. I suspect the other cable is for the choke. There should another ear lever , proably on the side of the carb. If you move that lever, the choke should open and close. The other cable attaches to the lever.
look at the carb throttle linkage , remove the remote cable from your control box where it connects on the engine and move the linkage and is it free and springing back to tickover or is it stuck on full throttle , if stuck you need to remove all carbs and see which one or all are stuck and free off the butterflys ! P...
Sounds like the return spring got squashed. Take the top off of the carb, free up the spring and, if it isn't broken, reassemble carefully. Try it afterwards, if it still sticks it could be the cable.
you need to take your air filter off and look into the throat of the carbruetor to see if the ""Butterfly""
is still intact and working not the choke butterfly its the one closest to the engine that moves with the throttle and be sure it is still there and moves as you move the throttle.... open is horizontal and closed is not quite 90 Degrees. check to see it is tight and in the center if the throat when closed.
you may have to remove the carb. to see it function more clearly
make sure the throttle cable is free and not binding any where and to be sure of its adjustment to allow the throttle to return to the idle position.
lubricate the cable from the trigger to carb. wd 40 is ok.
if all above is ok then find the L on the carb. and ccw it 1/8 turn to ritchen it alittle to help slow the idle down some to a respectable level
Find where the throttle cable connects to the butterfly valve on your carb. Twist the throttle and see if the butterfly valve is sticking open. Your cable or the valve itself might be stuck, and needs lubed. The sell tools to shoot compressed oil into the throttle cable sleve, or start cleaning / oiling hte carb depending on what you determine is sticking.
