It may sound silly, but check your brake light bulbs to see if they have been installed incorrectly. Brake light bulbs have two filaments, one for tail light, and a brighter one for brake lights. On some cars if the bulb is installed wrong, the brighter filament will stay on for tail lights. The only other thing I can think of is the wrong bulbs have been installed.

According to your description , you illumination system is ok,
1; when you turn headlights on the first filament inside left and right brake bulbs turn on.
2; when you press the brakes both filaments inside the bulbs illuminate also 3rd brake bulb illuminates.
3 If you turn the headlights of no bulbs are ON. If you press the brake pedal all 3 bulbs will illuminate with the same intensity.

2001 Chevy lumina all lights work except the beak lights even after replacing peddle switch

To the best of my knowledge, here is how that works.
There is a "hot" wire that goes from the fuse box to the switch at the brake pedal. There is another wire that is activated when the push button is released by the brake pedal and the electricity then goes back to the brake lights.
Find a person familiar with a test meter, and see if there is current to the brake light switch. If there is, then see if the current is there (when the pedal is pushed) at the other wire. If so, go and remove a brake light bulb and see if current is coming to the rear of the car.
Be blessed.

The brake lights came on when i hit the brake but now they wont go out when i release brake pressure

The brake light switch is hanging up or is shorting. The system is working because the lights came on but the switch is not letting the brake light shut off . The switch is located on the upper part of the brake pedal and also has an adjustment check that first. It could just be stuck try pushing on the pedal a few times to see if it frees up. If not replace the brake switch remove the clip slide the pin out the switch will come out remove the connector and install the new switch in oppiste order

The Rear lights work but neither brake light comes on when braking checked fuses they are ok. Can both brake lights go out at the same time or could there be a wiring problem?

The first thing to do is check the brake light switch under the driver side panel up a little where the brake pedal bends. This brake light switch is mounted under the panel so that a small plunger extends to where the brake pedal contacts it when the pedal is at rest (your foot off). This plunger is held in by spring pressure built into the switch and is in the off position. When you step on the brake, the pedal moves forward releasing tension on the switch spring turning the brake lights on. If the switch is stuck or jammed in the off position, no lights, if it is stuck on the on position, brake lights all the time and a run down battery.

This switch cost a couple dollars on the internet, but shipping makes it about ten bucks. You can buy one at an automotive supply "Auto Zone?" for about seven bucks. and it mounts to a bracket under that panel. This switch is about the size of your thumg with a two inch plunger.

Head lights come when you hit the brakes no brake lights

Wow, that's a strange one!
Try removing the brake light bulbs, and then see if the headlights still come on with the brake pedal. If the headlights still come on, there is a short to voltage somewhere in your wiring ( in other words, somehow the brake light circuit is feeding the headlights ). If the headlights stop coming on with stop light bulbs removed, you have a bad ground in the stop light circuit. Clean the contacts inside the light bulb sockets if there is any dirt or corrosion. Hope this helps.

My break ligths dont flash

Unless both bulb filaments went out, there is a switch that the brake pedal sits on when released. It should be located under the dash above your foot. You shouldn't miss it. When the brakes are applied, the switch pops out activating the lights, it sounds like that switch may be faulty. Hope that works
