They are behind the triangle cover on the left side of the bike just behind the battery. Grab the cover and pull straight out to remove it. No need to remove screws. Once the cover is off look at the bottom side for a big plug with a bunch of wires going into it. Unclip and slide out. Here's your fuses. The fuse with the two red and black wires and one gray wire is the ignition fuse. The next one down is the instrument fuse. Followed buy the lights. The last one is the accessories.
Harley has been moving stuff around since 2000. They should be either under the seat or behind the triangular panel on the left side of the bike as far as I know.
Good Luck
Steve

There is a strap that runs over the top of the battery box, the nut on the strap is either 7/16" or 1/2" six-point, just loosen the nut until it comes off the end of the threaded portion and then lift it out of the hole, the other end is a "J" clip, you'll need to push down to get it to disengage from the battery tray. After removing the strap, you can remove the battery box sides and top panel, then you can remove the cables and remove the battery. Be sure to keep the positive post away from the frame, or any bare metal when shifting the battery around to remove the cables. Be sure to save the nut and washer for reassembly. You may also want to consider adding a battery charger pigtail when reinstalling the battery. It'll allow you to use a Battery Tender/Float Charger to maintain voltage.
