I will be buying a yamaha motorcycle and importing it to Canada. I will require Yamaha motors to send me a 'letter of compliance' indicating there are no saftey recalls on the bike. Whom do I contact for this information?

The compliance sticker is likely located under one of the side covers. Technically speaking, the aftermarket mufflers would make it non compliant since the original compliance is from the manufacturer for the bike equipped as it came from the factory.
Yamaha, as long as you don't buy a "grey" import. There are just too many issues with the Pulsar regarding after sales support regardless of where you are situated. A Grey import is a Yamaha bike that was not imported to your country by Yamaha itself which means that Yamaha agents will not sell you OEM spares. As for reliability the Yamaha once again comes out on top although it is the more expensive machine.
If the starter motor spins but the motor does not turn over, the problem will be the starter clutch. You can buy many of the individual clutch parts at Babbitt's. It would be possible but probably too expensive, there are some private compliance certifying companies that do the compliance plates for many of the low volume imports. but you would need most of the WR electrics and muffler. Easier to start with a WR and fit the YZ cams.
So even if you can find a WR wreck that has the compliance plate and rebuild it with the YZ bits,it would still need the WR;s engine number
The bike was manufactured in October '09 to be sold as the 2010 model year. Auto dealers do the same. You can buy a 2011 Ford Mustang in September of this year, 2010.
