Does the winding noise speed nup and slow down with the movement of the car? Does the sound seem like an electrical whine or a mechanical whine? It could be your speedomiter cable.

Since it should be under factory warranty I would expect you to take it to the dealer for inspection.
My first guess would be something in the exhaust or the suspension.

Lights or fuse for my speed odemeter guage and heater/air conditioning system

These lights for the dash are controlled by a rheostat instrument control dimmer switch next to the main light switch for the headlights, it is either turned off (have seen this dozens of times) or it is defective. Below is a picture of the switch assembly I speak of. The thumb wheel next to the knob is the dimmer control.

Toyota blinker makes noise when the blinkers aren't on.

You need to replace flasher unit. This regulates the flashing speed. Check under the drivers side dash (it may hang amongst wires or in a fuse box) or under bonnet where all the large fuses are (these will be in a covered box). Sounds like under dash because of noise. Google search flasher units to see what the look like.

Ac controls quit working blower fan is running on high all thetime. compressor is not working.

fan elays are under hood in black box by battery. 3 of them. 2 for high speed, 1 for low speed. Default is high speed when there is a probem.

Suspect maybe they shorted something out when fixing dent. Did they do any welding on the van? Connecting the cables to the body can sometimes send voltage where it's not wanted.

Check the fan assembly probably located behind your glovebox. The fan could be off-center.
