The most effective way is with an ultrasonic cleaner. Most engineering companies will have one. There are other ways, but they all depend on the accessibility of the oil way. If it is easy to get at and you can see both ends you could use a pipe cleaner ( That is a Sherlock Holmes type pipe not a fuel type.)
replace the fuel clean the carbs change the oil new plugs clean air filter check the valve clearances( if any are really wide a valve may be stuck open) I assume you have already fitted a new battery
Change the oil and check for metalic debris. Remove and replace oil filter, ( cut open filter to check for metalic debris). Also check the drain plug for excess metalic debris. Could be the gearbox needs some work.
