You can do a free download of a factory service manual for your bike at www.carlsalter.com/motorcycle-manuals.asp the one they have is 2003 but the specs and service procedures are the same as your 2004. There are 1300+ manuals on the site and it may take 20 seconds or so to load the entire list. The timing is a fixed preset at the factory. I believe yours is set at 2mm BTDC. Please rate my answer. The float bowl level is set in between running it dry at full loaded throttle and fuel overflowing from overflow hose. The floats have a small brass tab that bears on the needle, when it rises, it pushes needle into seat and restricts fuel. Set this tab level with rest of tab plate surrounds for the middle fuel level position. Bending tab down will let more fuel in, up for less.
Better to put up with a little fuel overflow when you lay it down than starving motor of fuel when you need power the most. Damage can result running too lean.

On these two stroke motors they are pretty simple. You need 4 things to make them run. You need Spark.. Which you have. That covers the whole electrical part. You need fuel. Which is the most common thing that is making the bike not run. All it takes is a spec of dirt in the main jet to keep the bike from running. Or like you mentioned, the float is stuck in the full position. And not letting fuel in. Take the carb off and clean it with carb cleaner and blow out the jets with an air compressor. Also it needs compression. If you have a lot of hours on the engine, you might want to check the compression. If it is hard to kick over then the compression is probably ok. If it kicks over real easy then you might need to re-ring it. And the final thing that it needs is air. Make sure that the air filter is clean.

35 to 1 for fuel oil mix. if u r talking about crank case, i think 2 quarts, if there is a sight glass on side of cover, it should be right in center when bike is upright. If no sight and no leaks, just measure what you take out an add the exact same.

Gas running from carb when the bike is running or not

Sounds like your float needle is not seating properly, or your float height is incorrect, or you have trash in the carb. It will need to be taken apart, cleaned, and the float height set. Look at the float needle for wear on the tip.
