Disconnect the plugs from the light bulbs. if the fuse stops blowing when you turn on the ignition it is a bulb. It may have blown and shorted the element out inside itself. If the fuse still blows it is probably a wiring problem. Also check rear light bulb for same thing as it is on same circuit.

fuses blow from over current( dead short) they are rated at lower than what is required so that the wire doesn't burn
If you keep putting in bigger fuses without fixing the dead short, eventually the wire will melt the plastic insulation off and the vehicle will burn
check the fuse for it, it maybe because its to big an keeps blowin them. an when you replace one side go ahead an replace the other side as well this should keep from blowin them.
