I had the bike at Kawasaki mechanics, they said they changed the fuel pump and replaced the carbs with rebuilds bike is still doing the same
First thing I would look at is the fuel tank cap. There is - or should be a tank breather tube. The cap and the tube can - and do - get clogged up with dirt. Clean this thoroughly with a solvent and poke something small into the hole(s) to ensure they are clear.
Also, check out the air filter - is one present ? If there is, is it clean ? Next, go for the spark plugs - these 400cc 4-strokes rev hard and high - more like 2-strokes - so the plugs take a real hammering. Invest in some iridium ones - well worth the expense.

No the fuel pump will not fail more than once. When a fuel pump goes out it just goes. Will not work after that what so ever. Sounds like bad gas lines. I had this problem. I replaced my old gas line after the old one cracked when I did this I cut the new on to long. When I put my tank back on the old one pinched. It would run fine for a few min then sputter and die as the gas in the line ran out. I let it sit for a min and more gas filled the line and would start the process over. Try replacing the fuel lines and make sure they are cut to the right length and do not kink when the tank is on. It could also be a dirty petcock. I had let my bike sit for 6 months while in another state and the gat tank got dirty somehow. I got it running and same problem putters and dies. Neighbor took out the petcock and used an air hose to clean it out and it worked like new.

It sounds like your bike has been sitting in storage for an extended period of time (a year or more) - and the carburetors are plugged up. If this is the case, they will need to be completely disassembled and cleaned out.
If it hasn't been sitting (and the carbs aren't plugged up) then check that all of the normal tune-up items have been performed, especially valve adjustment, oil and filters, spark plugs, etc. If this fails to produce positive results, perform a compression check on the engine. Each cylinder must be able to produce at least 140 psi of compression in order to run and idle properly.
