I have a 2007 piaggio fly 150 4T I just recently changed my CVT belt. Because I thought it was slipping and causing me to loose overall top speed. Bike still run great but I can not get above 25/30 miles an hour. I sure could use some advice on how to fix this

Sound like clutch issue unless it's got different ignition keys. One for slow and one for speed.

SOURCE: Clutch slipping while cold, when warm/hot, it operates great.

I have a 2000 Vulcan Nomad FI & had a very similar problem. In fact, it's a very common problem with these bikes. I fixed it by replacing the Clutch Spring. (As Described here: http://www.gadgetjq.com/clutch_spring_replacement.htm

It cost me $40 and 3 hours of time with an impact wrench.

I don't know what 'cupping' is. If you mean wear, then it is probably down to having incorrect tracking set on the car. Go to a garage and get the toe out checked. If your tracking is out, you will wear the edge of the tyres. Over inflation will cause the centre of the tyre to wear, and under inflation will cause the outer and inner band of the tread to wear.
The vibration may be caused by the loss of wheel weights. Maybe knocked off by hitting a kerb which also may be the cause of the tracking being out. Driving over a deep pot hole in the road can have the same effect.

SOURCE: Chain on bike keeps slipping

If you bought it last night then you should be able to take it back. Take the receipt with you. Do NOT attempt to fix it yourself since you just bought it less than 30 days ago. Just exchange it or return it for refund.

SOURCE: How to increase top end speed - 2007 Kawasaki Ninja EX250R

you can change the sprockets. If you go to a 16 tooth front sprocket. two teeth on a front sprocket is like droping 4 teeth on the rear. You could drop 2 teeth on the rear sprocket but a 43 tooth is probably harder to find. the usual choices for front are 14,15,16 tooth.
For the rear they are 44,45,46 tooth

The way to remeber gearing changes is on REAR sprocket is smaller=faster and larger=slower top end.
the FRONT is OPPOSITE to the rear smaller=slower and bigger=faster.
You may have to lengthen or shorten the chain depending whjch way you go.

Better fuel mileage 2009 Piaggio Fly 150

It is mostly dependent on terrain when you hear such claims of 60 mpg. Obviously if you travel in areas that have more hills than people "claiming" to get 60 mpg you will only get 40 mpg.

2009 Piaggio Fly 150 will not idle

There is a plastic knob on the side of the carby that you can adjust to set the idle speed. Start the engine and turn the knob until the idle speed is felt above your throttle setting. Now set the idle speed with no throttle and you feel it is about right ( 500-600 rpm ).
