You have more than likely got the new cable installed incorrectly. If all was working before the cable change, then you have done something wrong. First thing is to check your work. Next question is can you pull the clutch lever? If so, and there is no play there, then adjustment is probably all that is needed. First loosen the cable adjuster until to have loads of play in the lever. If you cannot achieve this, then you have installed the cable incorrectly. If you can get play, then remove the derby cover. Loosen the adjustment screw lock nut. Screw out the screw until it turns freely. Then gently turn the screw in until you can feel resistance. Back it off a half turn and tighten the locknut making sure the adjuster does not turn. Then adjust the cable adjuster until you have approx. 1/16" free play at the cable end where it enters the clutch lever perch.

That's just clutch drag. The parts turning in cold oil will spin the rest of the clutch if there is no force stopping them, like having the wheel off the ground. It is much less pronounced with warm oil, but it is always there in a wet clutch system. Nothing to worry about.

That is not a difficult task. There is an adjustment on the cable at the front of the frame. This adjustment should be loosened up and the derby cover removed. After removing the derby cover (that is on the Primary on left side of bike) there is an adjustment screw on the clutch. It takes a allen wrench (dont remmember size) and an 11/16 wrench. Loosen the lock nut with the wrench and screw in the allen in about three turns. Then pull clutch lever all the way in and leave it there. Take the allen wrench and turn out the screw while watching the clutch lever when the lever comes all the way out and the screw tightens then turn it back in 1/2 of a turn and hold it with the allen wrench in that position while tightening the lock nut with the wrench. Then go to the cluctch lever and hold the cable tight looking at the gap between the end of the cable and the clutch lever housing there should only be 1/16 to 1/8 inch play there if there is more or less then adjust the cable at the cable adjustment on the front of frame of bike till you get that spec. A quick way to check the cable is use a nickel if it fits tight it is right. I hope this helps you.

Your rear hub needs to be rebuilt or buy a replacement hub or wheel. If you buy the replacement hub, you have to relace the spokes. I, myself, would opt to have a reliable shop to rebuild your wheel, find an older shop because they will know how to do it correctly.

I don't work on the Twin Cam engines but if it'surging, I'd suspect a lean fuel air mixture is causing the problem whether it's carbureted or fuel injected.

Harley troubleshooting

Does the noise happen only when you pull in on the clutch (disengage the clutch), and go away when you let the clutch out (engage the clutch)?

If so, that's the clutch plates rattling until the spring load is reapplied to clamp the up.
