If you have power going to the coil but no spark, you've got something wrong with the "triggering" circuit of you ignition system.
One other thing, if your engine is the TC88 engine, (first year of production for some models) it probably has a "compression sensor" on it. If you have no compression, you will not have any spark. If you have your plugs out of the engine, you have no compression. So, screw a set of plugs into the engine, leave another set in the wires and grounded against the engine to test the spark.
The "triggering system" uses the signal from the ignition timing sensor that is located in the "nose cone" of the engine. Check this wiring from the ignition unit's "Black box" to the sensor. I seem to remember a plug that plugs in for this unit.
I'm afraid that this is about the only help I can give you with a stock ignition unit as I usually work with either earlier igniton systems or aftermarket units. I have very little experience with "stock" Harley units.
SOURCE: How do I replace the glass lens on the speedometer
I've seen kits that supposedly allow you to do this and I've seen it attempted several times. I simply does not do an acceptable job to me. The problem is getting the metal bezel opened and then back closed in replacing the glass. You have to pry it open and then try to squeeze it back closed and if simply does not work and looks bad. Additionally, you lose the "seal" on the speedo and it will fog up everytime it gets wet. It's better to buy another speedometer. There are some services available that can do this but it's quite expensive and intended for salvaging rare older speedometers than for repair of currently available speedos.

You say there is power at the fuse. ok . You need to also check now if there is power to the headlight and spotlights, if yes, then it is possible your globes have blown. If no power to the back of the lights, then the problem exists in your lighting switches.
SOURCE: where is the tail light fuse on a 2004 Harley
Hi,
Harley
has been moving the fuse panel around since 2000. On low riders, it was behind the "electrical box" cover on the left side of the
bike. That's the cover just to the rear of the coil cover. But, you
might want to take the seat off and look there as well.
Let me know,if needed further assistance.
Hope i helped you.
Thanks for using ' Fixya ' and have a nice day!!
