Check all your vacuum lines for kinks and/or blockage. Most of the bikes I've had this problem with are due to a blocked vacuum line.

The oil drain tube is between the rear down tubes of the frame and attaches to the frame. Don't feel bad it does not look like a the oil drain and a lot of us have trouble finding it at first.

My 03 sportster 883 custom is getting hot, what should i check first

The first thing is to check that the oil flow is sufficient. Because Harley's are oil cooled the oil flow needs to be just that flowing. Check to make sure that all the oil lines are not clogged up or any oil passages are blocked. I would suggest a Harley mechanics best friend buy the repair manual for your specific bike before you proceed or take it to a Mechanic.
