Kawasaki Ninja 250R will not rev past 5000 RPM

I have a ninja 250r that won't rev past 5k sounds horrible and backfires I rebuilt the carb and put new jets, new air filter, and new spark plugs. I checked all the vacuum lines and I cant find out whats wrong?

I would try charging the battery. Take it off and put it on a slow trickle charge overnight. Batteries usually only last 3-4 years if it is an acid battery.

2002 ninja 250 idels good runs bad with no power band and sounds like its running on two cylinders but both exhaust pipes get hot,it just doesnt sound like a ninja should,i put new plugs with no change

The power band on a 2002 Ninja 250 does not kick in till you hit about 5000 RPM. The newer 2008 and up 250's kick in about 3000 RPM. There is a website devoted to the Ninja 250 that might give your more background into the motorcycle: ninjette.org You may want to replace your spark plug caps they may be robbing of the spark you need at take off. They simply unscrew off of the end of the wires. They should read 5000 OHM's no higher , no lower. If you purchase new NGK brand plug caps they will only cost about $5 each.
