YES
if the clutch cable or hydraulic system is not properly adjusted , the clutch will slip the same as a car clutch on acceleration
if the wrong oil in the clutch housing/transmission is used or there is a friction proofing additive used that will also make the clutch slip
take it to a harley service center and have it properly diagnosed and fixed
Put in one quart of synthetic Redline synthetic oil is it the proper oil and amount for the primary / clutch?
there are lots of opinions as to what oil to use in the engine and gear box but generally , the opinion is shared that it is a special oil for the primary case ( clutch and chain)
redline themselves recommend V -twin primary case oil
(70w80 GL-4) it is redline's MTL gear oil and features a balanced friction and has a lack of slipperiness for the wet clutch
there are plenty of opinions as to using auto tranny fluid (atf) as it is designed for gears and wet clutches
but overall the opinions are steering clear of any friction modified oils for the primary case --wet clutch
might be an idea to get in touch with redline and ask for a specific primary case oil then do the same for other companies like bel-ray, castrol , mobile penrite and see what grade of oil they all recommend
probably find that all the oils will be no friction proofing based oils whether it be mineral oil or synthetic
I went google and typed in--- clutch oil for harley davidson motor cycle -- and there are all sorts of forums, opinions,oil brands that may give you a clue as to what is best for your bike

nothing --I would say that that is what should be used--- however in the world of clever advertising and competitive pricing , brand names are often considered overpriced and so people always consider cheaper but not necessarily better products
That is the reason I suggested going google , reading all the forum responses and forming their own opinion on what to use
I totally agree everyone wants to use oils that are designed for the race track on their street bikes when you go to butter your dinner roll would you use a butter knife or a "MACHETE"
