Make sure the fuel system is properly vented (gas cap, carburetors) Make sure the petcock will freely flow fuel, If this is a vacuum system, make sure you do not have any vacuum leaks!! The carbs sound like they need a good professional clearing, setting, and synchronizing!!
One thing you might check....not real familiar with Viragos....but if your bike has the vacuum petcock...make sure the diaphragm isn't leaking and your vacuum line isn't sucking fuel into the intake.
As for the floats...if the petcock is fine....sometimes tapping the flat bowl of an overflowing carb with the plastic handle of a large screwdriver will free the float.
If a float needle sticks and you are in prime position you can fill your crankcase with gas . You may need to clean the carburetors and replace the float needles. Always turn off your gas when not running the engine. If your gas was off you may need to replace the four hole sealing washers under the the on/off lever they may be seeping gas when they are not supposed to. If your engine flooded in the run position on newer models, you have a bad diaphragm on the vacuum petcock. You can try rebuilding the petcock with an aftermarket kit from K&L or if available replace the petcock with a new one. Newer petcocks off the Virago's should fit. At any rate you will also need to change your oil so you do not damage your engine by running it with diluted motor oil. Also Check your air filter to make sure the crankcase breather did not soak the air filter with diluted motor oil.
Check your oil level. If your carburetor overflowed and filled the engine with gas you may have fowled your air filter with oil/gas. If your level is too high you will have to change you oil. Also check your air filter to make sure is is not gas/oil fowled it may need changing.
