Cuts off when you give it gas and wont rev up
You could have a bad spark plug/ cable, a vacuum hose off or a IAP sensor on the vacuum hose

wind out the idle control screw on the carbureta small amounts untill the idle picks up but dont wind it out fully.

run a can of Seaforam in the tank..purchase from Autozone put in 1/3 to two gallons gas drive it around for at least 10 miles to insure it cleans out the whole carb system.if that doesnt work, check all carb hose fittings when bike is at idle spray some Chemtool B-12 ( also at Autozone) around the carb hoses and manifolds..if idle increses thats your problem. Caution: chemtool is very toxic wear gloves and a mask.

First impression was why would anyone rev their motorcycle to 9 grand in neutral? I could see if you were in gear clutch pulled and ready for a "drag" or Race Start but in neutral?
Anyway I can't hear it so if the sound is like it hits 9k and starts popping then two things either an over rev limiter which I doubtr because the engine red lines at 13,500 OR you have a set of spark plugs breaking down under load
