In original configuration, the tag is illuminated by the taillight on the bike. I will assume that you are moving not only the tag but also the taillight and the brake light to the side mount position due to a modification in the rear fender.
Now, if you're moving the tag and the lights, simply move the wiring from your original lights and reroute it down the swingarm to the new light and tag bracket. the wires are green & red usually.
Now, if you're simply moving the tag bracket and leaving your taillight and brake light on the rear fender, you need to splice into the taillight wire at the connector that should be under the seat. Like I said earlier the tag is illuminated by the taillight so use this wire to power any tag light. Usually the green wire is the taillight wire but it's not difficult to determine which is which. Reroute the wire along the swingarm make sure you protect the wire by running it inside a wire sheath of some type. I do not like the usage of heat shrink for this job. Wire sheathing is available that will not shrink or become brittle.

I'm afraid that you're going to find that Harley-Davidson is very protective of their copyrighted material. Wiring diagrams come in the service manuals but you hardly ever see them on line for a free download. I would assume that the webmaster of such websites get a call or letter from Harley's legal department. I have a few schematic that I share with people but none of late model machines.
