The other line goes to the fuel gauge overflow right next to the petcock vacuum line on the tank. Big nipple on petcock goes to fuel line leading between carb 2 and 3. Small nipple on petcock goes to the brass nipple on the front of carb number 2. The other hose hooks up to the nipple coming from the fuel sending unit and routes down below the battery and ends. It's there in case the fuel sending unit leaks the hose will route the gasoline away from a hot engine instead of pouring out right on top of it. The nipple to the fuel sending unit should be positioned pointing directly at the petcock on the bottom of the tank. In case you don't know what I mean by sending unit it's the big round circle on the left side of the bottom of the tank with 2 wires coming from it.

Most likely the diaphragm in the fuel tap has a hole in it .The way your fuel system works is that, when the bike cranks and starts it generates a vacuum in the inlet manifold, a pipe from the manifold goes to the fuel tap. The vacuum in the pipe pulls the diaphragm in the tap away from the holes in the tap ,letting fuel flow past the diaphragm and down into your carburetors ( gravity fed).
If there is a hole in the diaphragm the vacuum will **** fuel through the diaphragm and down the vacuum pipe flooding that cylinder and starving the others.
