on a car that old your only real choice is to buy a replacement used instrument cluster on craigslist or eBay or call around to local junkyards. it just does not make much sense to spend hundreds fixing a nonessential part on a 500 dollar car. it will not be worth one more cent with a working odometer.
you can most likely find a video of someone pulling a late 90s GM cluster on youtube.com to see how it is done.
