I'm new to this site but actually has fielded a question about a Triumph motorcycle I'm worrking on!
I have an '03 Anniversary Deuce and I ran into (not the exact) but similar problem. My bike has the bars internally wired from the grips all the way through the top triple tree. Somehow over time the turn signal wire got shorted "internally". You might want to just unbolt the turn signal switch from the bars to see if the wire got pinched up high. If not...move the wires around to see if that helps. If it does...ultimately you should re-wire the connections. Just my experience...good luck!

The signals won't cancel if the speedo isn't working. Is the bike fuel injected, If it is then I would look for a break in the green with yellow trcer wire. if it's carb I would look towards the ignition. did you replace it with oem or with aftermarket. If you installed a Crane or Compufire ign, I've seen those be bad right out of the box.

low voltage can make them stop flashing. If the battery is good, a new flasher can may be needed, A wrong wattage or blown bulb can cause the same problem.

It sounds like the turn signal module is defective. Sometimes, one electronic part will have an affect on another part. You can either visit your local HD dealer and spend a couple of hundred dollars for them to troubleshoot the problem or you can visit clymner.com and buy your own workshop service repair manual for about $30.
